Youchao Housing Leasing (Suzhou) Co., Ltd. has launched a public tender for the engineering, procurement and construction (EPC) of the Jinlin Apartment renovation project in Suzhou High-Tech Zone, filed with the Suzhou High-Tech Zone (Huqiu District) Data Bureau under Su Gaoxin Xiang Bei [2026] No. 432. The site is at No. 365 Heshan Road, Suzhou High-Tech Zone, with total floor area of 79,924.80 sq m, largest single building about 7,263.20 sq m, maximum height 22.25 m and maximum span about 8 m. The estimated contract value is RMB 142.80 million, with a 193-calendar-day construction period: design start December 23, 2026, construction start January 3, 2027, completion July 3, 2027. The scope covers schematic and construction drawing design, procurement, demolition, temporary facilities, a new power distribution room, structural strengthening, MEP, outdoor works, landscaping, full interior fit-out, curtain walls, windows and doors, intelligent systems, facade lighting, fire protection, elevators, air conditioning, solar systems, signage, seismic bracing and warranty services. This is a large EPC package of nearly 80,000 sq m open to integrated design-build bidders. Eligible participants are design institutes or contractors holding at least Grade B building design qualification (or Grade A comprehensive design) plus at least Grade 3 building construction general contracting qualification and a safety production license, individually or in consortium. Project managers must hold a Grade 2 or above registered constructor certificate with B certificate, or Grade 1 registered architect, registered supervision engineer or registered survey-design engineer qualification. Bidders must show similar building EPC or general contracting performance of RMB 85 million or more per contract since October 1, 2023, and submit prequalification applications via the Suzhou public resource trading platform. The notice was issued October 23, 2026; the prequalification submission deadline should be confirmed on the platform.
