北京市广播电视局印发《北京市促进“人工智能+视听”产业高质量发展重点项目支持管理办法（2026—2029年）》（京广发〔2026〕71号），面向广电视听领域产业活动单位和法人单位，对已取得良好成效的“人工智能+视听”项目给予事后资金支持，单个项目最高不超过300万元（安全、服务方向最高100万元）。这是明确的财政资金需求端机会：政府出钱买产业成效，企业凭已落地项目申报兑现。

谁该参与：在京注册的广电视听企业、AI技术公司、内容制作机构、数据服务商、产业园区与孵化平台运营方。怎么参与：市广电局每年制定申报指南并开展政策宣讲和项目征集，申报单位须在规定时间内完成申报，同一项目只能选一个方向；已获市级财政同方向支持的项目不重复支持，存在知识产权争议、重大诉讼、经营异常或失信记录的主体不得申报。评审经第三方专业评测、综合评审、党组会审议、5天公示后签协议拨付。
时间窗口：办法自2026年9月24日发布之日起施行，有效期至2029年，申报与评审每年组织一次，需盯紧市广电局年度申报指南发布节点，提前准备成效证明、评测材料和财务合规文件。

English version — Beijing AI+Audio-Visual Key Projects Eligible for Up to 3 Million Yuan in Post-Completion Support
The Beijing Municipal Radio and Television Bureau issued the "Administrative Measures for Supporting Key Projects in Promoting High-Quality Development of the 'AI + Audio-Visual' Industry in Beijing (2026-2029)" (Jing Guang Fa [2026] No. 71), targeting industrial activity entities and legal entities in the broadcasting and audio-visual sector, providing post-completion financial support to "AI + Audio-Visual" projects that have already achieved positive results, with a maximum of no more than 3 million yuan per project (up to 1 million yuan for safety and service directions). This represents a clear fiscal funding demand-side opportunity: the government pays for industrial results, and enterprises apply for reimbursement based on already-implemented projects.
Opportunities are concentrated in five directions: First, technology, including audio-visual large models, content generation agents, multi-model integration platforms, creation assistance, virtual production, intelligent editing, intelligent restoration/enhancement/replacement, and intelligent translation and dubbing. Second, content, including premium AI-created TV dramas (web dramas), documentaries, radio and television programs, web narrative films, web micro short dramas, web audio-visual programs, and public service advertisements. Third, scenarios, including AI + audio-visual empowerment of integrated applications in culture, commerce, tourism, sports, and exhibitions. Fourth, safety, including content review, copyright protection, monitoring and identification, and quality.
