北京市发改委发布京发改〔2026〕1598号通知，启动2027年新能源增量项目机制电价竞价。本次竞价电量总规模8.5亿千瓦时，风电、光伏统一申报、统一出清，竞价上限0.3598元/千瓦时，入选项目机制电价执行期限12年。这是新能源项目锁定长期稳定电价收益的窗口，对投资方而言，机制电价相当于为项目收益托底，越早以较低电价申报越可能入选。

谁该参与：在京有集中式光伏、集中式风电、分布式光伏、分散式风电项目且符合投产时间窗口的发电企业、分布式聚合商、自然人户用光伏业主，以及为项目提供申报代理、电量测算、材料合规服务的咨询机构。
怎么参与：本通知发布5个工作日内国网北京市电力公司发布竞价公告，明确竞价平台网址、时间安排、组织程序和咨询电话；项目方需在规定时间内通过竞价平台填报基本信息并提交申报材料，经市电力公司初审获得竞价资格后，在平台申报机制电量与机制电价，申报价格提交后自动封存不可更改；出清结果公示后，入选项目须在结果公布1个月内与市电力公司签订差价协议。
时间窗口：通知2026年9月24日发布，竞价公告应在发布后5个工作日内出台，申报、审核、出清、公示、签约环环相扣，逾期未提交或未按期完成视为放弃资格，有意向的项目主体应尽快准备资质与电量测算材料。

The total bidding electricity scale is 850 million kWh, with wind power and photovoltaic unified application and unified clearing, the bidding ceiling is 0.3598 yuan/kWh, and the mechanism electricity price execution period for selected projects is 12 years. This is a window for new energy projects to lock in long-term stable electricity price returns.
