English version — Jinan Customs Business System Upgrade Project Open for Bids
Jinan Customs (General Administration of Customs of the PRC) has issued a competitive consultation notice for its Business System Quality and Intelligence Enhancement Project (No. SDTHX2026-2111), with Shandong Tianhuixing Tendering Consulting Co., Ltd. as the procurement agent. The project covers unifying the functional architecture, development platform and data standards of existing customs business systems, strengthening two-way AI and data empowerment, and building a new business system with clear structure, business collaboration, data connectivity and easy operation. The construction period is 180 calendar days from contract signing, followed by one year of operation and maintenance support from acceptance. This procurement is exclusively for small and medium-sized enterprises, including micro-enterprises, prison enterprises and welfare units for the disabled. Suppliers must not be listed as dishonest debtors, major tax violators or parties with serious illegal acts in government procurement. Bid documents are available from October 8 to October 13, 2026, at Room 302, Block A, Huachuang Guanli Center, 219 Shunhai Road, Jinan High-tech Zone, or by email to sdthxzb@163.com, at RMB 300 per copy.
