济南市工业和信息化局2026年9月印发《济南市智能工厂梯度培育认定管理办法》（济工信装备字〔2026〕7号），建立基础级、先进级、卓越级、领航级四级智能工厂梯度培育体系，认定工作每年开展一次，企业自愿申报。机会点在于：市级基础级智能工厂由市工信局负责培育认定，申报企业须已建成智能工厂并正常使用，智能制造能力成熟度达到GB/T39116-2020二级及以上，近三年经营财务状况良好且未发生较大以上安全环保质量事故。参与主体为济南市各区县（功能区）制造业企业，尤其是具备数字化改造基础、主导产品技术先进、已部署智能制造装备和工业软件并探索应用工业智能体的工厂。参与路径：企业对照市工信局下发的申报通知自我评估，向所在区县（功能区）工信主管部门提出申请，区县初审后统一推荐上报，市工信局受理审查、组织专家评审、必要时实地核查、公示无异议后发文公布并报省工信厅备案。被认定企业可获市级智能工厂称号，并需配合动态管理、向产业链上下游推广经验。时间窗口：办法自发布之日起实施，认定每年开展，具体申报时间以市工信局当年下发通知为准，建议企业提前完成成熟度自评估并准备申报材料。事实依据：济南市工业和信息化局关于印发《济南市智能工厂梯度培育认定管理办法》的通知
English version — Jinan Opens Basic-Level Smart Factory Certification Applications
Jinan Municipal Bureau of Industry and Information Technology issued the Administrative Measures for Tiered Cultivation and Certification of Smart Factories (Ji Gong Xin Zhuang Bei Zi [2026] No. 7) in September 2026, setting up a four-tier system: Basic, Advanced, Excellent, and Leading. Certification runs annually on a voluntary basis. The opportunity: the municipal bureau directly certifies Basic-level smart factories. Applicants must have a completed, operating smart factory, achieve Level 2 or above under GB/T 39116-2020 Intelligent Manufacturing Capability Maturity Model, maintain sound financial standing for three years, and have no major safety, environmental, or quality incidents. Eligible participants are manufacturing enterprises across Jinan's districts and functional zones, especially those with digital transformation foundations, advanced core products, deployed smart manufacturing equipment and industrial software, and exploration of industrial AI agents. How to participate: self-assess against the bureau's annual application notice, apply to the district or functional zone industry and information technology authority, which conducts preliminary review and unified recommendation; the municipal bureau then reviews, organizes expert evaluation, conducts on-site verification when necessary, publicizes results, and issues certification after approval, filing with the provincial department. Certified enterprises gain the municipal smart factory title and must support dynamic management and share experience across the supply chain. Timing: measures took effect upon issuance, certification is annual, and specific application windows follow the bureau's yearly notice.
