The Datong Municipal Planning and Natural Resources Bureau has issued a public tender for the survey and design of Package 1 of the North China Water Conservation Area (Shanxi) Historical Abandoned Mine Ecological Restoration Project (Datong). Approved by the Datong Administrative Approval Service Administration, the project is funded by central and provincial funds, with shortfalls fully covered by municipal and county budgets. Scope covers 487 historical abandoned mine patches and 1,314.81 hectares of restoration across Pingcheng, Yungang, Yunzhou, Xinrong, Tianzhen and Lingqiu. The package includes engineering survey and design, design changes during construction, supplementary surveys, budget preparation and on-site services, with a 20-calendar-day survey and design period. Eligible bidders must be independent legal entities holding Grade A qualification for geological disaster assessment and treatment engineering survey and design, a valid business license, and a project manager with a senior technical title in hydrogeology, engineering geology and environmental geology. No consortium bids are allowed. Register in the Shanxi public resource trading market entity database, obtain a CA digital certificate, download tender documents from the National Public Resource Trading Platform (Shanxi·Datong) between 17:00 on October 23, 2026 and 17:00 on October 28, 2026, and upload CA-signed encrypted electronic bids by 09:30 on November 13, 2026, when online bid opening takes place. Bids are evaluated by comprehensive assessment under remote异地 and blind review. Bid bonds may be cash or non-cash instruments such as bank guarantees, surety insurance or electronic guarantees.
