English version — Hubei Transport Dept Seeks Supervision Services for Heavy-Cargo Permit System Upgrade
The Hubei Provincial Department of Transportation has launched a competitive consultation procurement for Package 1 (supervision services) under its heavy-cargo transport permit system upgrade project. The budget and maximum price are both RMB 82,000, with an 18-month contract term from signing. The package covers supervision of the system upgrade; no consortium bidding, no subcontracting, and no imported products are allowed. This procurement is exclusively for small and medium-sized enterprises (SMEs), which must submit a valid SME declaration and meet the conditions in Article 22 of the Government Procurement Law, including no record as a dishonest judgment debtor, major tax violator, or serious illegal party in government procurement. Suppliers that provided overall design, specification drafting, project management, supervision, or testing for this project may not participate in other procurement activities for it. Interested SMEs should download the consultation documents from the Hubei Government Procurement Electronic Trading Data Aggregation Platform or the Shuzhi Yuncai supplier client between October 24 and October 30, 2026, and submit response documents online by 09:30 on November 5, 2026. Bid opening will be conducted remotely. The one-week document access window is tight, so early platform registration is advised.
