Shanghai Municipal Science and Technology Commission (STCSM) has opened its 2026 Shanghai Proof-of-Concept (PoC) project call under document Hu Ke Zhi Nan [2026] No. 34. It targets basic research results in future information technology, future health and future materials that have achieved lab breakthroughs, show commercialization potential and have not yet received social capital investment. Priority tracks include brain-computer interfaces, silicon photonics, new-architecture chips, new intelligent hardware, advanced materials, cell and gene therapy, and other future-industry fields. Funding is post-subsidy: generally no more than RMB 500,000 per project, up to RMB 800,000 for high-investment, long-cycle sub-tracks, capped at 50% of PoC activity spending. Validation runs 3-6 months, normally no more than 12 months, with 1-2 milestone payments if it exceeds 3 months. Domestic and international research teams and startup projects may apply independently or jointly with qualified Shanghai PoC service providers; projects must rely on a Shanghai PoC platform or capable institution. Preferred applicants include nationally or municipally funded basic research projects that passed acceptance, platform-recommended projects, VC-backed projects, and district-recommended projects with matching support. Apply online via the Shanghai Science and Technology Management Information System (https://svc20.stcsm.sh.gov.cn) using Yi Wang Tong Ban; no paper submission. Online filing opens 9:00 on October 16, 2026 and closes 16:30 on October 23, 2026. Review is a single round of in-person meetings; a tripartite contract is signed after approval.
