The Agriculture and Rural Affairs Bureau of Huocheng County invites open bids for the construction of Section III of the Huocheng County 2026 Rural Revitalization Construction Project, approved under document Huoxian Fagai [2026] No. 163. Funding comes 80% from general bond funds and 20% from local matching funds. The site is Qingshuihe Town, Huocheng County. Scope covers 20.339 km of new water transmission pipeline (rated pressure 1.6 MPA, diameter De63-125mm), 68 gate valve wells, 159 water meter wells and ancillary facilities, with a 300-calendar-day construction period and qualified quality standard. The maximum control price for this section is RMB 4,048,841.20, including a non-competitive amount of RMB 100,000.00 (provisional sum RMB 100,000.00). Bid security is RMB 100,000.00. Bidders must hold at least Grade II water conservancy and hydropower construction qualification and a safety production license; the project manager must hold at least a Grade II registered constructor qualification in water conservancy and hydropower engineering, a Category B safety certificate and intermediate or above professional title. No consortium bids; reasonable low price method with post-qualification review.
