The Agriculture and Rural Affairs Bureau of Huocheng County, Xinjiang, invites bids for Package 4 of its 2026 Rural Revitalization Construction Project, approved under document Huoxian Fagai [2026] No. 163. Funding is 80% general bond funds plus 20% local matching funds. Works span Sangong Township, Lucaogou Town, Saerbulake Town, Qingshuihe Town and Daxigou Town, covering 1,500 m of flood dikes on the Dadonggou River, 595 m on the Xiaoxigou River, 212 m on the Saerbulake River, slope and dike works plus reconstruction of a damaged overflow weir in Sangong Township, one diversion sluice, one road-crossing slab culvert, gabion lining and spur dikes at Biexia'gashi Gully, and drainage and river-crossing ancillary structures. The maximum control price is RMB 6,619,549.4, including RMB 250,000 non-competitive amount (provisional sum RMB 250,000). Contract period is 300 calendar days, quality grade qualified. Bidders need at least Grade II water conservancy and hydropower construction qualification and a safety production license; the project manager needs a Grade II or above registered constructor certificate in water conservancy and hydropower, a Category B safety certificate and intermediate or higher professional title.
