A packaged construction tender for three highway projects in Jiyuan City, Henan Province, has been approved by the Jiyuan Development and Reform and Statistics Bureau. The tenderer is Henan Jichang Transportation and Logistics Development Group Co., Ltd., with funding from upper-level subsidies and local self-raised funds. The single-lot scope covers: the S230 Fengbei (Yimin Bridge) to Huayuan section reconstruction, 13.26 km with 465.8 m of bridges over 4 structures and 48 culverts; the first-stage S240 eastward relocation Jiluo expressway (Jiyuan section), 3.34 km built to a two-way six-lane first-class highway and urban expressway standard; and the S240 Jideng line Miaohou to Lujialing structural repair and maintenance, including milling, resurfacing and 9 intersection upgrades. Construction period is 30 months. The maximum bid price is RMB 239,680,721.53. Bidders must hold a highway engineering general contracting Grade I or above qualification and a valid safety production license; the project manager must be a Grade I registered highway engineer with a traffic safety B certificate and a bachelor's degree or above; the chief engineer must hold a senior title; the full-time safety officer must hold a traffic safety C certificate. All three must show continuous social insurance for June, July and August 2026. Bidders must have completed at least one highway project with a contract value of no less than RMB 100 million since January 1, 2021. Consortium bids are not accepted. Tender documents are free and downloadable on the National Public Resource Trading Platform (Henan • Jiyuan) after registration. Qualified highway contractors should register and download documents promptly and note the bid deadline and credit, performance and personnel requirements.
