2026年9月22日，由人力资源社会保障部全国人才流动中心与内蒙古自治区人力资源和社会保障厅、包头市人民政府主办，辽宁、吉林、黑龙江三省人社厅协办的“职引未来 就在北疆——2026年全国城市联合招聘东北三省一区专场活动”在包头国际会展中心举办。活动组织区内外优质用人单位300余家，提供就业岗位超1万个，现场参会求职者4000余人次，线上直播云聘累计观看量突破4.6万。参会单位包括驻区央企、内蒙古重点产业企业、国有企业、专精特新企业及辽吉黑三省特色骨干企业，岗位覆盖稀土新材料、新能源、现代装备制造、现代农业、汽车制造、文旅等产业领域。活动期间，三省一区共同签署《“四方联动·聚力赋能”东北三省一区跨区域就业协同行动合作框架协议》，并推介发布“互联互通·数智赋能”智汇就业矩阵。机会点在于：跨区域劳务协作、人才输送、校企合作、技能培训对接等合作窗口已正式打开。谁该参与：有跨省用工需求的企业、人力资源服务机构、技工院校与培训机构、产业园区招商部门。怎么参与：可对接内蒙古自治区就业服务中心或包头市人力资源和社会保障局，围绕协议框架开展岗位对接、联合招聘、技能培训等合作。时间窗口：协议签署后进入落地推进期，建议尽快对接。

English version — Cross-Regional Employment Cooperation in NE China
On September 22, 2026, the "Career Future in Northern Frontier" national city joint recruitment event for Northeast China's three provinces and Inner Mongolia was held at Baotou International Convention and Exhibition Center. Hosted by the National Talent Mobility Center of the Ministry of Human Resources and Social Security, Inner Mongolia's Human Resources and Social Security Department, and Baotou Municipal Government, with co-hosting by Liaoning, Jilin and Heilongjiang provincial human resources authorities, the event gathered over 300 employers offering more than 10,000 jobs. On-site attendance exceeded 4,000 job seekers, while online live-streamed recruitment drew over 46,000 views. Positions covered rare earth new materials, new energy, modern equipment manufacturing, modern agriculture, automobile manufacturing and cultural tourism. During the event, the three provinces and Inner Mongolia signed the "Four-Party Coordination and Empowerment" Cross-Regional Employment Synergy Cooperation Framework Agreement and launched a digital employment matrix. This opens cooperation windows for cross-provincial labor dispatch, talent placement, school-enterprise partnerships and skills training. Companies with cross-province hiring needs, HR service agencies, vocational schools and industrial parks should engage with Inner Mongolia's Employment Service Center or Baotou Human Resources and Social Security Bureau to participate in joint recruitment and training programs.
