机会点在于：一是园区尚有承载空间，进口粮油原料经互市贸易渠道入境，可享受综保区保税、退税、降税、免税等政策；二是“参贸即参工”模式允许加工企业对接边民互贸合作社，货源登记、线上备案、跨境结算可通过“绥互通”平台线上办结；三是当地已注册边民互贸合作社24家，可稳定供应进口亚麻籽、油菜籽、大豆、大麦等原料。
适合参与的主体：粮油压榨、饲料加工、农副产品精深加工企业，以及有意布局对俄原料进口加工的中小加工厂。参与方式：对接绥芬河互贸（国际）物流加工产业园，入驻园区设厂或与现有24家落地加工企业开展代加工、原料联采合作，通过边民互贸合作社渠道组织货源。时间窗口：园区持续招商中，越早入驻越能锁定原料渠道与政策红利。

Suifenhe is using a "buy both ways, sell both ways" model to connect a two-way trade chain of "buy across Russia, sell across China; buy across China, sell across Russia," with landed processing under mutual trade as a key focus. The local mutual trade (international) logistics and processing industrial park has already been built, began operations in March 2024, represents a total investment of RMB 500 million, covers 210,900 square meters, focuses on deep processing of crops, and specializes in processing imported crops such as flaxseed, rapeseed, soybeans, and barley, producing products including crude rapeseed oil, crude soybean oil, and mixed feed. At present, only 10 processing enterprises have moved into the park, while the city has 24 supporting landed processing enterprises. The mutual trade landed processing ratio has jumped from less than 1% to 61.6%. From January to August 2026, the city's mutual trade transaction volume was RMB 370 million, accounting for more than 50% of the province's total. Demand for local conversion of raw materials is strong, and processing capacity still has a clear gap.
Opportunity points include: first, the park still has carrying capacity. Imported grain and oil raw materials entering through mutual trade channels can enjoy policies such as bonded treatment, tax rebates, tax reductions, and tax exemptions in the comprehensive bonded zone; second, the "participation in trade is participation in processing" model allows processing enterprises to connect with border resident mutual trade cooperatives, and cargo source registration, online filing, and cross-border settlement can be handled online through the "Sui Hu Tong" platform.
