谁该参与：具备市政公用工程施工总承包叁级及以上资质、有效营业执照及安全生产许可证的独立法人，拟派项目经理须持市政公用工程专业二级及以上注册建造师执业资格和安全生产考核合格证书（B证），且未担任其他在建项目班子人员。本标段不允许联合体投标。
怎么参与：投标人须先办理CA数字证书，在山西省公共资源交易市场主体库注册，然后登录全国公共资源交易平台（山西省·大同市）下载招标文件，并在截止时间前上传加密电子投标文件。招标文件获取时间为2026年9月29日15:00至10月11日15:00，投标文件递交截止及开标时间为2026年10月23日9:30，开标方式为网上开标。投标保证金可采用现金或银行保函、保证保险、担保机构保函、电子保函等非现金形式。

The Guangling County Housing and Urban-Rural Development Administration has issued a tender announcement for the upgrade and renovation of outdated equipment at the Guangling County Wastewater Treatment Plants (Plant 1 and Plant 2). The project has been approved by the Guangling County Administrative Approval Service Administration, with funding from bonds and county fiscal matching funds, and is now open for public bidding.
Opportunity highlights: Plant 1 requires updates to coarse screen parts, fine screens and control boxes, grit chambers, grit-water separators, grit-lifting blowers, submersible mixers, submersible agitators, fine-bubble aeration systems, mixed liquor return pumps, ORP/dissolved oxygen/pH monitoring instruments, secondary clarifier sludge scrapers, MBBR media, Roots blowers, lift pump control boxes and level gauges, sludge return pumps, phosphorus removal chemical dosing pumps, V-type filter media and backwash systems, chlorination equipment, air-source heating equipment and piping, etc.; Plant 2 requires replacement of high-pressure wash pumps, aerated grit chamber sludge scrapers, fine-bubble aeration systems, MBR membrane modules, excavation and replacement of approximately 200 meters of DN80 piping, repair of approximately 1,200 square meters of tank wall insulation, and procurement of one sludge transport vehicle.
