Jungar Banner has comprehensively deepened the full-domain application of electronic seals, connecting the entire business chain of "online application, online approval, online sealing, and online certificate issuance," achieving a fully digital closed loop for government service approval. To date, the banner has aggregated 467,000 certificate records and completed 466,900 electronic seal operations, achieving a sealing rate of 99.98%, with a significant decline in paper materials collected at service windows. Local authorities have clearly stated that the next step is to "continuously expand the coverage scenarios of electronic seals, promote their extension to more administrative approval and grassroots public service matters, iterate and optimize the online government approval system, simplify electronic seal operation steps, and improve the closed-loop management mechanism for digital government approval." This means that on top of the existing foundation, there remain ongoing construction needs for system iteration, scenario expansion, operation simplification, and cross-departmental mutual recognition and interoperability—representing a genuine cooperation gap in the government digitalization sector.
