Uganda Energy Credit Capitalisation Company (UECCC) has issued a Request for Expressions of Interest under the World Bank-funded Electricity Access Scale-up Project (EASP, Project ID P166685, Grant No. D9970-UG) for Independent Verification Agent (IVA) consultancy services under its Results Based Financing (RBF) program. Reference No. UG-UECCC-560677-CS-QCBS; selection method is Quality and Cost-Based Selection (QCBS). The assignment is split into two lots: Lot 1, Off-Grid Solar (OGS); Lot 2, Productive Use of Energy (PUE) and Clean Cooking Solutions (CCS), tied to an additional allocation of USD20M. Shortlisting criteria: at least five years of firm experience in verification and audit of donor-funded and/or government programs; at least three completed similar assignments involving independent verification and audit of RBF or comparable results-based schemes with wide geographical coverage, including sampling, data collection, compilation and analysis, evidenced by completion certificates; and demonstrated experience with the rural economy and rural energy interventions.
