Shandong Ruixing Industrial Development Service Co., Ltd. has opened a public tender for construction of the Shida area infrastructure upgrade within the Dongying Times Green Intelligent Manufacturing Base in Kenli District, Dongying, Shandong. The works cover widening an important production road in the Shida Shenghua park, plus rainwater drainage, traffic markings and an integrated prefabricated pump station. Planned investment is 7,000,000 CNY, funded by special bonds and self-raised funds, with a 60-calendar-day construction period running from November 30, 2026 to January 28, 2027. The project is one single construction lot. Bidders must hold a municipal public works general contracting qualification of Grade III or above, a valid safety production license, verified qualification information on the Shandong housing and construction supervision platform, and a project manager with a Grade II or above registered constructor certificate (municipal public works), a B-class safety certificate, no other ongoing project, and at least six consecutive months of social insurance contributions in 2026. Green building materials are mandatory for 100% of required categories and at least 40% of optional categories. Consortium bids are not accepted. Tender documents can be downloaded free from the Dongying public resource trading website between 00:00 on October 26, 2026 and 09:00 on November 19, 2026; encrypted electronic bids are due by 09:00 on November 19, 2026, when online bid opening takes place.
