宁夏回族自治区科技厅、财政厅联合印发《宁夏回族自治区科技金融补助管理办法》，自2026年10月21日施行，有效期至2031年10月20日，同时废止原《宁夏科技金融补助管理暂行办法》（宁科规发〔2023〕12号）。办法明确，对符合条件企业开展科技创新活动中使用的银行贷款（“科创贷”）给予利息、担保费或知识产权质押贷款评估费补助，资金在自治区科技金融项目资金中列支，实行年度预算总额控制。

谁该参与：经认定且在有效期内的科技型企业（含上年度评价认定的国家科技型中小企业）、高成长创新型企业、专精特新企业，或“创新积分制”评分60分（含）以上企业，且贷款当年研发费用占营业收入比重不低于2%。相关银行、融资担保机构、知识产权评估机构可同步对接。
怎么参与：自治区科技厅每年公开发布补助申报通知，企业登录“宁财融”信息管理平台线上申报并上传佐证材料及诚信承诺函，经贷款银行核实、属地科技管理部门会同财政部门审核后推荐至自治区科技厅，再经形式审核、专家评议、公示5个工作日后下达补助计划并拨付资金。企业可提前准备研发费用归集、贷款合同、担保费及评估费凭证等材料。
时间窗口：办法2026年10月21日起施行，有效期5年，具体申报周期以自治区科技厅年度申报通知为准，建议相关企业提前完成科技型企业认定或创新积分评价，并规范研发费用归集。

English version — Ningxia Tech Enterprises Can Apply for Interest and Guarantee Fee Subsidies on Loans
The Department of Science and Technology and the Department of Finance of the Ningxia Hui Autonomous Region jointly issued the Administrative Measures for Science and Technology Finance Subsidies of the Ningxia Hui Autonomous Region, effective from October 21, 2026, valid until October 20, 2031, and simultaneously repealing the former Interim Measures for the Administration of Science and Technology Finance Subsidies in Ningxia (Ning Ke Gui Fa [2023] No. 12). The measures specify that eligible enterprises engaged in scientific and technological innovation activities will receive subsidies for interest, guarantee fees, or intellectual property pledge loan appraisal fees on bank loans ("Sci-Tech Innovation Loans"), with funds allocated from the autonomous region's science and technology finance project funds and subject to annual total budget control.
Opportunities include: First, interest subsidies are provided at no more than 60% of the one-year LPR for December of the previous year. National high-tech enterprises, specialized and sophisticated enterprises, or enterprises undertaking national or autonomous region key scientific and technological achievement transformation projects or major science-industry integration projects with R&D expenses exceeding 5% of revenue can receive up to 1 million yuan per year, while other enterprises can receive up to 500,000 yuan per year. Second, guarantee fee subsidies are provided at no more than 80% of actual guarantee fees paid, up to 500,000 yuan per year. Third, intellectual property pledge loan appraisal fee subsidies are provided at 90% of actual appraisal fees paid, up to 500,000 yuan per year.
