The self-funded scope covers a new 5 km primary main from Fengyuan Power Plant to Shanshuijun community, 30 km of secondary networks serving Shanshuijun and other communities, and 2.5 km of upgraded pipeline from Yizhou Road to Guiquan Mingzhu, using low-temperature circulating water heating, with a 422-day construction period.
