Approved by the Zizhong County Development and Reform Bureau under document No. Zifa Gai Tou Zi [2025] 145, the project is funded 100% by fiscal funds and enterprise self-raised funds. The site covers Shuinan Town and Mingxinsi Town, Zizhong County. Scope includes renovating about 120,000 sqm of plant buildings, demolishing 3,200 sqm of dangerous structures, rebuilding 10,000 sqm of supporting service facilities, building 15 km of supporting roads, rebuilding 10 km of pipeline networks, restoring 21,000 sqm of old public facilities, adding 3 parking lots totaling 18,000 sqm with 180 charging piles, and building 5 pocket parks totaling 27,000 sqm.
