海南正推进质量强省、质量强链建设，围绕17条重点产业链开展质量诊断与体系搭建，并已发布《产业链质量图谱绘制指南》地方标准。其中国家级质量强链重点项目包括南繁种业、商业航天、热带农产品精深加工，民生类涉及糟粕醋、珠宝、装配式建筑、特色餐饮等。机会点在于：一是标准制修订需求，累计已制修订各类标准百余项，细分领域标准体系仍在持续完善，尤其椰子水等品类急需明确天然椰子制品判定指标；二是检验检测技术需求，如椰子水真伪快速鉴别、同位素指纹数据库、溯源平台、快速检测体系等；三是质量基础设施服务需求，海南已建成27个一站式质量服务站点并推进“海质慧”线上平台，累计服务企业超5000家次，仍需原料质控、工艺优化、成品检测、标准咨询、出口合规、技术攻关等全周期服务供给。适合参与的包括第三方检测认证机构、标准化研究机构、质量技术服务商、溯源与数字化平台企业、高校科研团队。参与方式可通过对接海南省市场监管局质量强链工作机制、入驻一站式质量服务站点、加入15个质量技术创新联合体、参与“质量赋能环岛行”活动等。时间窗口为2025—2027年品牌建设三年行动及2026—2028年“海南鲜品”品牌提升行动期间，当前正处项目密集落地期。

English version — Hainan Seeks Testing and Standards Cooperation Across 17 Industrial Chains for Quality Strengthening
Hainan is advancing the building of a quality-strong province and quality-strong chains, carrying out quality diagnostics and system development around 17 key industrial chains, and has issued the local standard Guidelines for Drawing Industrial Chain Quality Maps. Among them, national-level key quality-strong chain projects include Nanfan seed industry, commercial aerospace, and deep processing of tropical agricultural products, while livelihood-related areas involve zao po cu, jewelry, prefabricated buildings, and specialty catering. Opportunities lie in the following: First, demand for standard formulation and revision. More than 100 standards of various types have been formulated or revised cumulatively, and the standards system for segmented fields is still being continuously improved. In particular, categories such as coconut water urgently need clear criteria for determining natural coconut products; Second, demand for inspection and testing technologies, such as rapid authenticity identification of coconut water, isotope fingerprint databases, traceability platforms, and rapid testing systems; Third, demand for quality infrastructure services. Hainan has built 27 one-stop quality service stations and is advancing the "Haizhihui" online platform, which has cumulatively served enterprises more than 5,000 times. There is still a need for full-cycle service supply including raw material quality control, process optimization, finished product testing, standards consulting, export compliance, and technical research. Suitable participants include third-party testing and certification institutions, standardization research institutions, quality technology service providers, traceability and digital platform enterprises, and university research teams.
