The Ministry of Energy of Malawi has issued a Request for Expression of Interest under the ASCENT Malawi Project (P502464) for consulting firms or consortia to provide Fund Management Services for the Ngwee Ngwee Ngwee Fund (NNNF). Reference No. MW-MOE.-574017-CS-QCBS; selection method is Quality and Cost-Based Selection (QCBS). The 48-month assignment runs from 1 January 2027 to 31 December 2030, financed by the International Development Association (IDA) and the Energy Sector Management Assistance Program (ESMAP). Scope includes portfolio takeover, reconciliation and structured handover of existing NNNF facilities; cross-cutting fund administration; timely and compliant financing to eligible Participating Organisations; portfolio, fiduciary, safeguards, data and risk management; protection of creditor rights; support for ASCENT energy-access and market-development results; and strengthening systems and national capacity for the long-term sustainability of the NNNF, including management of legacy Malawi Electricity Access Project (MEAP) loan collections and residual obligations.
