陕西省科技厅启动2026年度重点培育雏鹰企业征集，面向省内2021年1月1日以后注册的科技型企业。申报门槛包括：员工原则上不超过50人、上一年度营业收入不超过2000万元、上一年度或近两年研发费用占主营业务收入比重不低于20%；产业领域限定为新一代信息技术、新能源汽车、航空航天、高端装备制造、新材料等战略性新兴产业，以及量子科技、生物制造、氢能和核聚变能、脑机接口、具身智能等未来产业。必选条件还包括：拥有2项及以上I类知识产权；成果曾获国家科学技术奖、二等及以上省科学技术奖、二等及以上省级创新创业大赛或西安国际创业大赛奖项；主营产品具备行业领先性或实现国产替代；近三年获创投机构单笔投资不低于300万元或多笔合计不低于500万元；经认定的省级技术经理人直接或通过持股平台、投资机构等形式持股。机会点在于：通过审核的企业将进入雏鹰企业培育库，并有机会被认定为省重点培育雏鹰企业，进而获得省科创母基金、合作银行、保险机构的金融支持，省科技计划项目支持关键核心技术攻关与成果熟化验证，以及技术成果供需对接、应用场景对接、投融资对接等“一对一”精准服务。符合条件的科技型中小企业、创投机构、银行保险机构、技术经理人及成果转化服务机构应尽快参与。申报窗口已随征集通知启动，建议尽早对接省科技厅及属地科技管理部门，准备知识产权、获奖、投资、研发投入等证明材料。

English version — Shaanxi Opens 2026 Eagle Enterprise Cultivation Applications
Shaanxi Province has launched its 2026 application round for key cultivated "Eagle" enterprises, targeting technology firms registered in the province on or after January 1, 2021. Basic criteria: no more than 50 employees in principle, prior-year revenue no more than RMB 20 million, and R&D spending at least 20% of main business revenue in the prior year or over the past two years. Eligible sectors cover strategic emerging industries such as next-generation information technology, new energy vehicles, aerospace, high-end equipment manufacturing and new materials, plus future industries including quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces and embodied intelligence. Mandatory conditions include at least two Class I intellectual property rights, national or provincial science award wins, industry-leading or import-substituting products, venture investment of at least RMB 3 million in a single deal or RMB 5 million cumulatively in the past three years, and equity held by a certified provincial technology manager. Approved firms enter the Eagle enterprise cultivation pool and may receive support from the provincial sci-tech innovation mother fund, partner banks and insurers, provincial science programs, and one-on-one matchmaking in technology, application scenarios and financing. Qualified tech SMEs, investors, financial institutions and technology managers should apply early through the provincial Science and Technology Department.
