保定市生态环境局、保定市科学技术局联合发布通知，组织申报京津冀环境综合治理国家科技重大专项2027年度第一批公开竞争择优项目。依据生态环境部环科财函〔2026〕53号文件，本批指南围绕天空地海一体化环境感知网、跨介质复合污染调控模拟器、空气质量改善和重点行业深度减排、水生态环境全面改善、美丽绿色生态样板城、区域生态安全与农业农村系统提质增效、跨介质系统治理、生态环境管理创新八大板块，共设置41个项目、1个珍珠项目群，采用前补助、事前立项事后补助两种资金支持方式。机会点在于：这是国家级科技重大专项的公开竞争择优窗口，企业、高校、科研院所均可牵头或参与，项目可下设课题，牵头单位可与多家参与单位签署联合申报协议。谁该参与：具备环境监测、污染治理、生态修复、农业农村环境、环境管理信息化等技术能力的企业与科研团队，尤其是能提供工程化、装备化解决方案的民营科技企业。怎么参与：通过国家科技管理信息系统公共服务平台（http://service.most.gov.cn）查阅指南并在线填报项目申报书，附件以电子扫描件上传；牵头单位为企业的须提供营业执照、资信证明等资质材料，并签署诚信承诺书；同一项目只能通过省生态环境厅或省科学技术厅单一渠道推荐，禁止多头重复申报。时间窗口：网上填报受理时间为2026年8月7日8:00至2026年9月17日16:00，推荐单位于9月21日16:00前完成推荐确认，逾期不予受理。

English version — China Jing-Jin-Ji Environmental Tech Major Project Call
Baoding Municipal Ecology and Environment Bureau and Baoding Science and Technology Bureau have issued a notice organizing applications for the first batch of 2027 open competitive projects under the Jing-Jin-Ji Environmental Comprehensive Treatment National Science and Technology Major Project, per the Ministry of Ecology and Environment document Huan Ke Cai Han [2026] No. 53. The guidelines cover eight areas: integrated sky-ground-sea environmental sensing networks, cross-media compound pollution regulation simulators, air quality improvement and deep emission reduction in key industries, comprehensive water eco-environment improvement, beautiful green eco-model cities, regional ecological security and agricultural/rural system upgrading, cross-media systematic treatment, and eco-environmental management innovation. A total of 41 projects plus one pearl project cluster are offered, supported by either upfront subsidies or ex-post subsidies after prior project approval. Who should participate: enterprises, universities and research institutes with capabilities in environmental monitoring, pollution control, ecological restoration, agricultural/rural environment, and environmental management IT. How to apply: review guidelines and submit project proposals via the National Science and Technology Management Information System Public Service Platform (http://service.most.gov.cn); enterprise lead applicants must provide business license, credit certificates and signed integrity commitments; each project may only be recommended through one channel (Provincial Ecology and Environment Department or Provincial Science and Technology Department), with duplicate submissions prohibited. Application window: online submission from 8:00 August 7, 2026 to 16:00 September 17, 2026; recommendation confirmation by 16:00 September 21, 2026. Late submissions will not be accepted.
