Cooperation Sought for Anxin Rural Property Rights Trading Center

Anxin County has issued the Administrative Measures for Rural Property Rights Transfer and Trading, based on Guobanfa [2014] No.71 and Jizhengbanzi [2019] No.63. The county supply and marketing cooperative is designated to build and operate the Anxin County Rural Property Rights Trading Center, a public market for rural property rights transactions. The center adopts a "seven unified" management model covering trading platform, information release, trading rules, fee standards, transaction certification, archive management, and fund supervision. It requires information systems, standardized documents, dedicated account settlement, and mortgage registration services. Twelve categories of property rights are traded, including farmland management rights, forest rights, "four wastelands" use rights, collective operating assets, collective asset equity, agricultural production facilities, small water conservancy facilities, agricultural intellectual property, homestead use rights, rural biological assets, water rights, and rural construction project bidding and industrial project investment promotion. Opportunities exist for rural property trading SaaS providers, auction and bidding agencies, rural property appraisal and legal teams, agricultural financial institutions, and supply-marketing cooperative partners. Service fees are waived for farmers and rural collective economic organizations; other participants pay according to publicly disclosed standards. The measures are in force with ongoing acceptance.
