English version — Langfang Seeks Agents for Government-Funded Projects
Langfang City has issued trial measures for the agent-construction system of government-funded projects. Non-operational projects funded by the municipal government with an investment of 10 million yuan or more and accounting for at least 50% of total investment shall in principle adopt the agent-construction system. Eligible agent-construction entities must be wholly state-owned enterprises under the municipal government, with independent legal personality, sound internal controls, and professional management staff, operating on a non-profit basis. Opportunities cover office and business buildings for Party and government agencies, public institutions and social organizations; social programs in science, education, culture, sports, health and civil affairs; and urban infrastructure such as municipal utilities and landscaping. Agent-construction entities may organize tendering for survey, design, construction, supervision, cost consulting, whole-process engineering consulting and engineering procurement, as well as material and equipment procurement, signing tripartite contracts jointly with user units. The Municipal Development and Reform Commission acts as the entrusting party, approves agent-construction projects and proposes municipal-level agent-construction entities to the municipal government. Within 30 days after agent-construction arrangements are confirmed, the commission organizes a project matchmaking meeting. Interested state-owned enterprises, general contractors, consulting and supervision firms should contact the Municipal Development and Reform Commission and the Municipal Agent-Construction Project Service Center.
