English version — Eco Parking Project Tender by Changsha Municipal People's Congress
The General Office of the Standing Committee of the Changsha Municipal People's Congress, through agent Hunan Chuangyu Project Management Co., Ltd., invites competitive consultation bids for a new eco-friendly parking project on the west side of its office compound. Budget: RMB 194,954.44 (ref. no. CY2026-150). This procurement is reserved exclusively for small and medium-sized enterprises (SMEs); a SME Declaration Letter is mandatory or the response is invalid. No consortium bids; no special qualification required beyond Government Procurement Law Article 22(1), and bidders must not be listed as dishonest debtors or serious tax/government procurement violators. Eligible SME contractors in construction, municipal works or landscaping may collect the consultation documents on site from September 7 to 11, 2026 (excluding holidays), 9:00-12:00 and 13:00-17:00, at 2/F, rear building, Lavande Hotel (Hunan Broadcasting Center), Yuehu Street, Kaifu District, Changsha, with business license copy, legal representative ID or power of attorney.
