湖北省商务厅在2026年金秋消费季期间同步推进“三新”试点建设，安排1.5亿元财政资金，聚焦首发经济、多元消费场景、IP跨界联名三大方向，单个项目最高支持300万元。同期湖北还开展“一票惠湖北”票根礼包（截至9月29日已发放8.79万份、金额2637.66万元）、“乐购湖北”有奖发票（省级安排1亿元，覆盖零售、餐饮、住宿、文化艺术、娱乐、旅游、体育、居民服务八大行业，单张发票满100元可即时开奖）以及汽车以旧换新第三轮限时抽奖（9月23日至10月8日，每期抽15人，奖品为价值1000元酒店产品大礼包）。机会点在于：一是“三新”试点资金面向首发经济、消费新场景、IP联名项目开放，商业地产、品牌运营、文旅策划、机器人体验店等主体可申报最高300万元支持；二是八大行业商户可接入有奖发票活动，以发票抽奖带动客流与复购；三是酒店、餐饮、景区、亲子业态可对接汽车换新抽奖的酒店大礼包，承接跨场景导流。谁该参与：消费品牌方、商业综合体、文旅景区、酒店餐饮企业、IP运营机构及市州商务主管部门。怎么参与：向属地市州商务局对接“三新”试点申报与有奖发票商户接入，同步报名票根礼包与汽车抽奖合作。时间窗口：三大礼包贯穿2026年9月至12月，汽车抽奖10月8日截止，试点申报以省商务厅及市州通知为准。

Hubei's Department of Commerce is rolling out a 150 million yuan pilot program alongside its autumn consumption campaign, targeting first-launch economy, new consumption scenarios and cross-industry IP collaborations, with up to 3 million yuan support per project. Running September to December 2026, the campaign also includes the "One Ticket Benefits Hubei" receipt-based gift pack (87,900 packs worth 26.3766 million yuan issued as of Sept 29), the "Happy Shopping Hubei" invoice lottery backed by 100 million yuan in provincial funds covering eight sectors including retail, dining, accommodation, culture, entertainment, tourism, sports and personal services (invoices of 100 yuan or more qualify for instant draws), and a third round of auto trade-in lucky draws from Sept 23 to Oct 8, with 15 winners per round receiving 1,000 yuan hotel gift packages. Opportunities: consumer brands, commercial complexes, tourism sites, hotels, restaurants and IP operators can apply for the pilot fund, join the invoice lottery to drive foot traffic, or partner on the hotel packages tied to auto trade-ins.
