English version — Ningxia Highway Database 2.0 Upgrade Tender, Phase 2
Ningxia Highway Management Center Yinchuan Branch has re-issued a public tender for Phase 2 of its ordinary national and provincial highway network monitoring facilities upgrade project. Approved under Ningxia Transport Department document Ningjiao Gonglu Han [2026] No.18, with design approved under Ninggong Guan Fa [2026] No.115, the project is 100% funded by fiscal budget funds. The owner and tendering party is the Yinchuan Branch of Ningxia Highway Management Center.
Phase 2 covers upgrading the Ningxia Highway Basic Database Update System to version 2.0: enhancing data collection, reporting, review, analysis and interaction for highway infrastructure; adding mobile phone data collection; enabling full-process traceability and quality tracking across collection, calculation, processing, aggregation and evaluation; and connecting district, city and county levels. Contract duration is 365 calendar days from commencement.
Bidders must be legal entities with a valid business license or institutional legal person certificate, and must have completed at least one system software development or upgrade project. The project manager must hold at least an intermediate computer technology and software qualification or equivalent title, with prior project manager experience. No consortium bids; each bidder may bid for and win only one lot.
Registration closes 12 October 2026 at 23:59; bids are due 20 October 2026 at 09:00 via the Ningxia Public Resource Trading Platform, with online bid opening. No budget amount is disclosed in the notice.
