伊春市启动2026年度老旧营运货车报废更新补贴资金第一期预申报，依据《黑龙江省2026年老旧营运货车报废更新工作实施细则》，补贴资金实行“总额控制、先到先得、用完即止”的预申报制。补贴对象为提前报废国四及以下排放标准中型、重型营运货车，或报废后新购国六排放标准货车、新能源货车，以及仅新购符合条件的新能源城市冷链配送货车的车辆所有人；仅新购新能源城市冷链配送货车补贴标准为3.5万元/辆，报废及报废更新按车辆类型、报废时间和新购动力类型分档补贴，具体标准见表1、表2。本期预申报窗口为2026年10月8日9时至10月31日17时，申请人须通过黑龙江省互联网道路运输便民政务服务系统（https://yzgl.hljdlys.com:8001）在线填报，系统按提交时间先后自动排序；预申报确认后须在10月31日前正式提交补贴申请材料，逾期视为自动放弃。报废并更新电动货车的可直接提交申请、无需预申报。符合条件的中重型货车车主、物流运输企业、报废机动车回收拆解企业及新能源货车经销企业应尽早参与，先预申报、后报废更新，避免额度用完造成损失。

English version — Yichun Old Commercial Truck Scrappage Subsidy Pre-Application
Yichun City has opened the first pre-application round for its 2026 subsidy program on scrapping and replacing old commercial trucks, under the Heilongjiang Provincial 2026 Implementation Rules. Funds follow a "total amount control, first come first served, until exhausted" principle. Eligible applicants are owners of medium and heavy commercial trucks at National IV emission standard or below that are scrapped early, or scrapped and replaced with National VI or new-energy trucks, plus buyers of qualified new-energy urban cold-chain delivery trucks. The subsidy for a new-energy urban cold-chain delivery truck alone is 35,000 yuan per vehicle; scrappage and replacement subsidies are tiered by vehicle type, scrappage timing and new vehicle power type. The pre-application window runs from 9:00 on October 8, 2026 to 17:00 on October 31, 2026 via the Heilongjiang Internet Road Transport Service System (https://yzgl.hljdlys.com:8001), with automatic queueing by submission time. Confirmed applicants must formally submit subsidy materials by October 31, 2026, or the quota is forfeited. Truck owners, logistics firms, scrappage recyclers and new-energy truck dealers should act early.
