事实依据：为贯彻落实党中央、国务院及省委、省政府关于发展普惠金融和支持小微企业、 “三农”融资发展的决策部署，根据《财政部关于印发〈普惠金融发展专项资金管理办法〉的通知》（财金〔2023〕75号）及《关于修订辽宁省普惠金融发展示范区评选及奖补资金管理办法的通知》（辽财金〔2024〕119号）文件要求，现将各领域普惠金融示范区实施方案印发给你们，并提出如下要求：

Fushun City Finance Bureau has issued the Inclusive Finance Pilot Zone Subsidy Implementation Plan (Fu Cai Jin [2026] No.189), under national policy Cai Jin [2023] No.75 and provincial policy Liao Cai Jin [2024] No.119. The program covers three fields: agricultural specialty industry development, digital transformation of small and micro industrial enterprises, and technology-based small and micro enterprises. Eligible business entities may apply for loans through designated banks and industry authorities. Banks advance interest subsidy funds when collecting interest, then file quarterly subsidy claims with the competent industry department, lowering real financing costs for borrowers. Who should participate: agricultural, industrial digital transformation, and tech-focused small and micro enterprises in Fushun, plus banks and guarantee institutions willing to handle subsidized loans. How to join: contact the designated bank or industry authority, submit loan applications and supporting documents; banks handle credit review, disbursement, post-loan management, and quarterly subsidy filings. Note: duplicate subsidy claims by the same entity are prohibited, and loan funds must not be used for wealth management or arbitrage. Time window: the plan was released on September 30, 2026, with quarterly subsidy applications; specific deadlines follow each sub-sector plan and authority notices.
