Qingdao is shifting its tech-finance model from single loans to co-building industrial ecosystems, opening a new financing window for tech SMEs. In May, the Municipal Financial Office selected 14 banks—including China Development Bank Qingdao Branch and Export-Import Bank of China Shandong Branch—as "financial chain leads" for Qingdao's "10+1" innovative industry system, with one or two banks per industrial chain under a "one chain, one policy" approach. These banks must move beyond serving single firms to studying entire supply chains, adding advisory services, resource matching, project brokerage and risk sharing, and covering seed, startup, growth and mature stages. Qingdao also launched Shandong's first tech-finance alliance, bringing in 78 banks, VC/PE firms, brokerages, insurers, guarantors, industrial parks and research institutes for regular bank-investor-enterprise roadshows and shared due diligence; since launch, 1,196 tech-firm visits have secured credit or equity financing. The "Qingke Rongdan" guarantee model adds a dedicated 5 billion yuan guarantee credit line from Qingdao Financing Guarantee Group, stackable with interest subsidies, risk compensation and low guarantee fees.
