Testing Services Tender for Hubei Automotive College Site Grading

Hubei University of Automotive Technology has launched a competitive negotiation procurement for testing services of the site grading works of its New Energy Vehicle Industry-Education Integration Training Center. The budget and maximum price ceiling are both RMB 320,000 (Project No. FCG20260171; Filing No. 420000-2026-10121). Scope covers foundation works (retaining dams and walls), witnessed sampling, main structure (retaining dams and walls), building materials and components testing, settlement observation, anchor bolt uplift capacity, slope monitoring, backfill compaction, and all other required testing items, with formal testing and monitoring reports. The contract runs from project commencement until reports are submitted. The tender is reserved for small and medium-sized enterprises; consortia are allowed; imported products and subcontracting are not accepted. Bidders must hold a comprehensive testing agency qualification or three specialized qualifications (building materials and components, main structure and decoration, foundation), plus a Grade B or above surveying qualification. Testing agencies outside Hubei must register on the Hubei Construction Quality Testing Information Supervision Platform. The project leader must hold an intermediate or higher engineering title with social insurance records for any three consecutive months since March 2026.
