The Agriculture and Rural Affairs Bureau of Yining County, Xinjiang, invites sealed electronic bids for the rural road construction project in Bao'erqi Yuqiweng Village, Yingtamu Town. The project, approved under document Yixian Fagai Zi [2024] No. 382, is funded by general bond funds and county matching funds. Scope covers 14.901 km of village roads plus ditches, culverts and traffic safety facilities, tendered as one contract section including subgrade, pavement, culverts and safety works. Construction period is 240 calendar days, from November 13, 2026 to July 10, 2027. Bidders must hold a highway engineering general contracting qualification of Grade 3 or above and a valid safety production license; consortium bids are not accepted. Financial requirements: average annual turnover of at least RMB 20 million in 2023-2025 and working capital of at least RMB 10 million for this section. Track record: at least 3 completed Grade 4 or above highway projects of 15 km or more per contract in the past 3 years.
