English version — RMB 3.15M River Informatization Tender in Huanren, Liaoning
Huanren Manchu Autonomous County Water Affairs Service Center in Benxi, Liaoning, has issued a public tender for the informatization package of the Hongtingzi River channel improvement project. Total project investment is RMB 37.7532 million, with this package estimated at RMB 3.15 million, funded by central budget funds (55%), provincial budget funds (25%) and self-raised funds (20%). Scope covers dynamic sensing system construction, an informatization platform, system integration and O&M: 14 video surveillance points (also serving sand-mining supervision), 5 flow monitoring stations, 5 telemetric rainfall stations, plus a digital twin platform and application platform. Bidders must be independent legal entities registered in China; the project manager must hold an Information System Project Manager certificate and provide six months of social insurance records. Consortium bids are not accepted. Bid security is RMB 30,000. Tender documents are available online from September 30, 2026, 08:00 to October 13, 2026, 23:59 via the Liaoning Public Resource Trading Platform. Bids close and open on October 23, 2026, 09:30, via remote online opening with a 30-minute decryption window. Work is scheduled from October 30 to December 29, 2026.
