1. The Cluster Logic Has Shifted: From Landing Giants to Filling Gaps

For years, Lingang's investment story centered on big-ticket projects: a production line, a wafer fab, a headquarters. Today, the competitive focus of frontier clusters has clearly moved. In integrated circuits, the race is no longer only about process nodes; it also hinges on whether design tools, packaging and testing, materials and equipment maintenance can respond locally. In biopharma, labs are just the start; clinical resources, cold-chain logistics, regulatory filing and pilot-scale manufacturing matter just as much. In AI, computing power is not the whole story; data compliance, model deployment and deep industry know-how are equally decisive.

This opens a more welcoming window for private capital. Large projects determine whether an industry exists; smaller firms determine how well it runs. Since the Private Economy Promotion Law took effect on May 20, 2025, provisions on fair competition review, access to factors of production and payment assurance have given private firms clearer institutional expectations for joining major supply chains. The more frontier-oriented Lingang's clusters become, the more they need specialized, innovative small and mid-sized firms to fill the gaps.

The first is supporting services. Integrated circuits and biopharma have rigid demand for cleanroom maintenance, specialty gas and chemical delivery, precision parts cleaning and lab consumables, all highly dependent on local response speed. These businesses are small in scale but sticky and cash-flow stable, ideal for private firms with manufacturing or service experience to enter as close-in suppliers.

The second is application scenarios. The biggest AI opportunity in Lingang is not general-purpose large models, but vertical scenarios such as intelligent connected vehicles, port automation, biopharma R&D support and industrial quality inspection. Private firms sit closer to customers and decide faster, making it easier to turn technology into deliverable products. Lingang's exploration of institutional openness, including cross-border data and finance, gives scenario-driven firms test conditions hard to find elsewhere.

The third is capital participation. Frontier industries have long cycles and high risk; private firms need not be controlling shareholders. Participating through industry funds, co-investment or acquiring supporting companies allows them to share in cluster growth while controlling balance-sheet risk. Cross-border financial tools and the Yangshan special bonded area are making this lighter form of participation more feasible.

The appeal of frontier clusters is scale; so is the risk. For most private firms, chasing heavy-asset, long-cycle projects can drain both capital and technology. A more pragmatic stance: first become the link the cluster must need, excel at delivery, responsiveness and compliance, then talk about collaboration and capital leaps.

Lingang's opportunity does not belong to the fastest mover, but to the one who stands firmest and positions most precisely. The right way for private capital to enter frontier clusters is not to squeeze into the main track, but to become the link the main track cannot do without.
